     Dr. Emmanuel Ewetan Uduaghan, The Executive Governor, Governor?s Office, P.M.B. 5001, Asaba, Delta State Dear Sir, RE: THE BAD STATE OF ROADS IN UGBOROKE LAYOUT Much has been said about the roads made motorable by the Ibori regime. Agreed that his tenure did achieve a lot more than past governments before him in terms of road network. But however, Ibori's eight years (8) of governance had so much in terms of revenue coming into the government purse more than the previous governments before him. This includes the 13% derivation fund from the oil revenue in the country. In other words, his road network achievement is still marred with the negative magnitude that the roads in Ugboroke layout were not tarred. Though the Ugboroke community road was tarred, the layout roads were not touched. To explain the situation in proper perspective, we need to point out that in the twilight of Ibori's administration; some of the roads that lead to the entrance of Ugboroke layout were tarred. But the job which terminated at Rhema Baptist Church can best be described as another unfinished project. For beyond that point, is an extensive outstretch of damaged roads where the bulk of the inhabitants of that area are in their tens of thousands. Honestly, for this teeming population living in comfort becomes an apparition because of the difficulty experienced in 'movement'. This makes one often wonder if Ugboroke layout is actually a part of Delta State. This is because whether it be rainy or dry season, the sufferings of the people remains the same. A place where individuals have to trek long distances to get to the tarred part of the road in order to board a bike/vehicle. When one wants to pass through the roads with bike (okada), the exorbitant prices charged by the transporters becomes difficult to bear. Just imagine in situations where goods are to be transported, or even the elderly trying to get to somewhere in town. Given the fact that in the face of the much-talked-about achievements of the Ibori era, those Deltans who are resident in that area seem not to have benefited from the dividends of democracy. There is no iota of a drainage system, or any government sponsored water supply, not to mention signs of the environmental beautification which the Uduaghan regime has flagged off. Much as we acknowledge the fact that the Uduaghan administration has not properly found its footing, (considering the number of days already in office) the fact still remains that His Excellency, Dr Emmanuel Ewetan Uduaghan is not exactly a stranger in the whims of government. In fact, if anything should be considered, ?the need for continuity? was one of the slogans (which we believe is the solution to the Ugboroke laoyout issue) he used during his campaign for the office of the governor. Still on the crux of the matter, it is most painful that as a result of the sad state of the roads, transporters do not venture into the Ugboroke layout. By implication, visitors have been ruled out (or not comfortable) from those who reside in that area. The truth of the matter is, the poor state of the road has made life unbearable for Deltans living in Ugboroke layout. Now that the present government is embarking on projects that would beautify the streets of the state. We ask that the roads at Ugboroke layout be given priority to alleviate the sufferings of the people living there. As far as we are concerned, this is a function of the state, to provide quality service to the public. The government has at their disposal great revenue to provide good services to Deltans. So, the people should be entitled to the ?basic needs? (which includes good roads) of life. Besides, the reason for the government to be elected into office is to serve. The people pay their taxes one way or the other into the government purse; it becomes unacceptable if they do not get/enjoy the benefits accrued to them. Let the government wake-up to its responsibilities by doing what is expected of them in the seat of governance.
