Policy document to address building regulation in Lagos out soon Print E-mail

A policy document to address, on a permanent basis, the issue of building collapse, rapid growth of slums, flooding and transportation, as well as other developmental issues in Lagos State will soon be out.

The document, code named LAGOS HABITAT 2011, is the outcome of the work of the Technical Committee on Planning Regulation and Building Control, and will among other things, require that all buildings in Lagos State be subjected to tests to determine their structural integrity with a view to pulling down all those with faulty structural integrity.

Chairman of the 15-member committee, Brigadier-General Reis, told Government House Correspondents at the Bagauda Kaltho Press Centre in Alausa Tuesday that the committee had also recommended the branding of all building materials, such as blocks to enable the government to trace the makers.

General Reis said in order to exercise control over the quality of materials, the committee recommended the accreditation of all those involved in the building industry from artisans right up to professionals and also building materials suppliers,

“Sometimes it is not the problem of workmanship; it has to do with materials. Now we will start to have them brand these materials even blocks so that we can know who produced which blocks”, the Chairman said adding that one of the initiatives was to move all block producers and concrete-block producers into specific locations where they could  be traceable.

According to General Reis who said it would be a great challenge at the moment to trace all the concrete block makers on the Epe Expressway, once the block makers are moved to designated centres, it would be easy to trace them and trace their products. “This way we will be able to control the quality of their products”, he said.

The Policy Document which draft has already been submitted to the State Government and approved by Governor Babatunde Fashola (SAN), he said, would also take care of planning issues of Flooding, Transportation and Slum Proliferation adding that the intention was to attain objectives in the area of Planning Administration, Community Regeneration, New Towns Integration and Building Collapse and Control.

“Specifically, in line with strategic initiatives and recommendations setout in the Draft Reform Policy on Planning Administration, Lagos is projected to rank high on global planning indices in 2011” General Reis said adding that it was not only about  building collapse but  also about the general environmental degradation of Lagos.

On the area of Community Regeneration, the Chairman said the State had been projected to eradicate slum areas substantially in less than five years while building at least three new towns within the same period, adding that the State has also been projected to attain a qualification as Africa’s mega city in less than five years.

He said the initiative canvassed by the Policy Document has been tagged the Lagos Habitat 2011 as an agenda towards transforming Lagos into Africa’s model of a sustainable homogeneous city, pointing out that the Governor was fully committed to the agenda and would see to the implementation of the recommendations of the committee.

According to him, further inputs would be received from members of the public, the civil society groups and local government areas as well as traditional rulers until the 31st of August while the final Report would be presented to the Governor on   a week after which, according to him, would contain comments and suggestions obtained from the public, including the press.

Also present at the briefing were chairmen of relevant professional bodies such as the Nigerian Society of Engineers, Nigerian Institute of Town Planners, Nigerian Institute of Building, Nigerian Institute of Quantity Surveyors, Nigerian Institute of Estate Surveyors and Valuers, Nigerian Institute of Surveyors, Nigerian Institute of Architects and the Association of Consulting Architects of Nigeria who are all members of the Committee.

Also present were a delegation from Singapore who are in Lagos to work with the Committee for the purpose of imparting some of the experiences of the country in the areas of community regeneration, new town development and slum transformation among others.
