Lagos State Governor, Mr. Babatunde Fashola (SAN), Monday signed four bills into law with a pledge that his administration would continue to put in place laws and policies to improve the quality and standard of life of the people.

The bills include that for law to amend the Lagos State Lotteries Law,  the bill for law to establish the Lagos State Land Registry Electronic Documentation Management System, the bill for law to establish the Lagos State Emergency Management Authority (LASEMA) and the bill for law to establish the Lagos State Waterways Authority.

Speaking at the Conference Room of his office shortly before signing the bills into law, Fashola also reiterated the commitment of his administration to its promise of making the issue a public affair adding that he had voluntarily promised Lagosians that he would never sit down in the confines of his office and ascent to any bill.

He said the amendment to the State’s Lotteries Law underscored the fact that the exclusivity provision  as contained in the main law had become obnoxious pointing out that the amendment was in conformity with the desire of his administration to engage the private sector, to create competition which would, in turn, create growth and stimulate opportunities for jobs.

“We believe that the creation and successful implementation of lotteries in the State will stimulate opportunities and create jobs for Lagosians. This is one of the reasons why we are persuaded to make this amendment”, the Governor said, adding that by the same law, the renewal period for licenses has been reduced from ten to two years.

He expressed the belief that by opening up the system, the Government would easily get rid off illegal lotteries that have operated in the State “because of the difficulty in accessing the system”, adding, “this will translate to a larger economy, bigger pie and bigger share for all and sundry”.

On the law establishing LASEMA, Fashola said it would give “more human resource and administrative capacity to that critical agency which is the first responder anytime we have disasters” which, he noted, do not give any prior notice before happening.

Emphasizing the importance of the Waterways Authority Law, Fashola, who recalled his promise to provide a multi-modal transportation system in the State,    said with work now going on to provide water  transportation in the State, it has become imperative to give legal teeth to the regulatory authority that would manage the asset.

He said the law has come at the appropriate time to provide the regulatory framework to issue the licenses and to concession the various routes and the various terminals on which the jetties would operate.

On the law to establish the State’s Land Registry Electronic Management System, Fashola said the legislation re-enforced his position as Governor that the problem with the Land Use Act was not in the Act itself but in the administration of the Act adding that one way his administration has tried to solve the problem was to improve on the administrative efficiency of the Land Registry and the allied departments that manage land in the State.

“One of the ways we have recommended to make land more accessible to the people is to improve on the administrative efficiency of the Land Registry and all allied departments that manage land”, the Governor said, adding that Government further made available the Mortgage System as a way of further making possible land use accessibility and home ownership to the people.

Earlier, in his introductory remarks, the Special Adviser to the Governor on Political and Legislative Matters, Hon. AbdulHakeem AbduLateef said the passage of the Executive bills was a further demonstration of the determination of the Legislature to work in tandem with the aspirations of the present administration.
